What type of certification is required for persons recovering?

ASIC must receive a certified copy of the final academic transcript to issue an exam eligibility number.

How transcripts are to be certified

An approved certifier must certify that each copy is a true and correct copy of the original document by:

  • sighting the original document
  • noting on the copy of the original document the words ‘I have sighted the original document and certify this to be a true and correct copy of the original document sighted’, and signing the copy
  • initialling each page of the copy, and
  • providing the date of certification and their name, phone number and position as an approved certifier.

If the certifier uses a stamp, the stamp must show the certifier's:

  • qualification
  • contact details including phone number, and
  • reference number (if applicable).

If the stamp does not include the certifier’s name or contact details, the certifier must print this information underneath their signature.

ASIC cannot accept a document that has been altered or corrected, even if changes are initialled.

Documents in languages other than English

If the academic transcript is not in English, the adviser must arrange for the transcript to be translated into English. The adviser must provide:

  • a certified copy of the original document, and
  • a certified translation.

Translations must be completed by an approved translation service and certified as a true and correct copy by the service.

For example, documents may be translated by an appropriate embassy or a professional translation service accredited by the National Accreditation Authority for Translators and Interpreters Ltd (NAATI).

The translation should also display an official stamp or similar that shows the certifier’s accreditation.

Approved certifiers

A person listed under Certain occupations or Other persons may be an approved certifier.

Certain occupations

A person who, under a law in force in a state or territory, is currently licensed or registered to practise in one of these occupations:

  • Architect
  • Chiropractor
  • Dentist
  • Financial adviser or financial planner
  • Legal practitioner
  • Medical practitioner
  • Midwife
  • Migration agent (registered under Division 3 or Part 3 of the Migration Act 1958)
  • Nurse
  • Occupational therapist
  • Optometrist
  • Patent attorney
  • Pharmacist
  • Physiotherapist
  • Psychologist
  • Trade marks attorney
  • Veterinary surgeon

Other persons

  • Person who is enrolled on the roll of the Supreme Court of a state or territory, or the High Court of Australia, as a legal practitioner (however described)
  • Accountant who is a fellow of the National Tax & Accountants' Association, or a member of:
    • Chartered Accountants Australia and New Zealand
    • the Association of Taxation and Management Accountants
    • CPA Australia, or
    • the Institute of Public Accountants
  • Agent of the Australian Postal Corporation who is in charge of an office supplying postal services to the public
  • Australian Consular Officer or Australian Diplomatic Officer (within the meaning of the Consular Fees Act 1955)
  • Australian Public Service employee engaged on an ongoing basis with 2 or more years of continuous service
  • Bailiff
  • Bank officer with 2 or more continuous years of service
  • Building society officer with 2 or more years of continuous service
  • Chief Executive Officer of a Commonwealth court
  • Clerk of a court
  • Commissioner for Affidavits or for Declarations
  • Credit union officer with 2 or more years of continuous service
  • Employee of a Commonwealth authority engaged on a permanent basis with 2 or more years of continuous service
  • Employee of the Australian Trade and Investments Commission, or the Commonwealth who is:
    • in a country or place outside Australia, and
    • authorised under paragraph 3(d) of the Consular Fees Act 1955, and
    • exercising his or her function in that place
  • Engineer who is:
    • a member of Engineers Australia, other than at the grade of student
    • a Registered Professional Engineer of Professionals Australia
    • registered as an engineer under a law of the Commonwealth, a state or territory, or
    • registered on the National Engineering Register by Engineers Australia
  • Finance company officer with 2 or more years of continuous service
  • Holder of a statutory office not specified in another item in this list
  • Judge
  • Justice of the Peace
  • Magistrate
  • Marriage celebrant registered under Subdivision C of Division 1 of Part IV of the Marriage Act 1961
  • Master of a court
  • Member of the Australian Defence Force who is:
    • an officer
    • a non-commissioned officer within the meaning of the Defence Force Discipline Act 1982 with 2 or more years of continuous service, or
    • a warrant officer within the meaning of that Act
  • Member of:
    • the Australasian Institute of Mining and Metallurgy
    • the Governance Institute of Australia Ltd
    • the Parliament of the Commonwealth
    • the Parliament of a state
    • a territory legislature
    • a local government authority
  • Minister of religion registered under Subdivision A of Division 1 of Part IV of the Marriage Act 1961
  • Notary public (authorised in Australia or in a foreign country)
  • An officer with, or authorised representative of, a holder of an Australian financial services licence, having 2 or more years of continuous service with one or more licensees
  • An officer with, or a credit representative of, a holder of an Australian credit licence, having 2 or more years of continuous service with one or more licensees
  • Permanent employee of the Australian Postal Corporation with 2 or more years of continuous service who is employed in an office supplying postal services to the public
  • Permanent employee of:
    • a state or territory or a state or territory authority with 2 or more years of continuous service who is not otherwise specified in this list, or
    • a local government authority with 2 or more years of continuous service who is not otherwise specified in this list
  • Person before whom a statutory declaration may be made under the law of the state or territory in which the declaration is made
  • Police officer
  • Registrar, or Deputy Registrar, of a court
  • Senior Executive Service employee of:
    • a Commonwealth authority, or
    • a state or territory
  • SES employee of the Commonwealth
  • Sheriff
  • Sheriff's officer
  • Teacher employed on a permanent full time or part time basis at a school or tertiary education institution

Avoiding conflicts of interest

An approved certifier should not certify documents if:

  • the documents to be certified relate to a family member
  • doing so could create a real or perceived conflict of interest, and/or
  • the documents are connected with matters in which the certifier has an actual or perceived personal or financial interest.

Department of Agriculture, Water and the Environment 

For approval of a proposed approved arrangement with the Department of Agriculture, Water and the Environment, you may need to meet specific training and accreditation requirements.

You will also be required to keep your training current to maintain your approved status.

It is a requirement in most approved arrangements that biosecurity activities are undertaken by an accredited person, except for the following:

  • bulbs (class 6.11)
  • Police and Defence dogs (class 7.8).

Approved arrangement accreditation training covers classes 1-8, 10, 11 and 12 and must be completed either online or in-house. There are two online options:

In-house training

To be considered an accredited person, in-house training must be successfully completed. Successfully completed will be determined by the biosecurity industry participant who ultimately has responsibility for having staff that are aware of the class requirements when handling goods subject to biosecurity control. The biosecurity industry participant must present records of attendance for accreditation training when requested by the department.

The department will not maintain lists of accredited persons. Biosecurity industry participants must provide either copies of the online training accreditation certificate or attendance at accreditation training records.

The department will not approve the content of in-house training. The effectiveness of the training will be determined during an audit.

Persons who complete in-house training accreditation are only considered accredited while employed by the biosecurity industry participant who delivered the training (it is not transferable).

In-house training must include the following biosecurity topics:

  • responsibilities of accredited persons
  • management of biosecurity risk (containment, treatment, disposal)
  • security and isolation
  • hygiene
  • inspections (for those classes undertaking inspections of containers)
  • dunnage and waste disposal
  • record keeping.

Training material is to be based on what accredited persons must do to ensure the biosecurity industry participant is compliant with the requirements of the classes they are approved for.

Reaccreditation - Renewing your accreditation

Reaccreditation is now only required when specified by the department. This means there is no longer a requirement to renew your accreditation every two years.

The department will advise biosecurity industry participants when reaccreditation training must be undertaken. Reaccreditation may be required as a result of:

  • changes to requirements
  • critical noncompliance
  • failed audit.

Where the department has made a change to requirements that result in accredited persons needing to undertake reaccreditation training, biosecurity industry participants will be notified and advised the date the reaccreditation training must be completed by. Biosecurity industry participants will need to provide proof the reaccreditation training has occurred by providing either copies of certificate from online training or proof of training from biosecurity industry participant (attendance record).

Where it is determined during a show cause process, or as a result of a failed audit, that reaccreditation of Accredited Persons is required, the biosecurity industry participant must provide proof of reaccreditation as part of the rectification process.

Reaccreditation can be via online or in-house training.

Please note that the online reaccreditation training package has been incorporated into the approved arrangement accreditation for accredited persons (Classes 1-8) training course.

Valid accreditation – as from February 2007

If you are accredited under class 1, with an accreditation certificate dated 1 January 2007 or later:

  • your accreditation is still valid
  • you are also automatically accredited for classes 1-8, 10, 11 and 12
  • you are required to renew only when advised by the department.

If you are accredited under the external container or the empty container assessment arrangements, with an accreditation certificate dated 1 January 2007 or later:

  • your accreditation is still valid
  • you are also automatically accredited for classes 1-8, 10, 11 and 12
  • you are required to renew only when advised by the department.

If you are accredited under the approved arrangement accreditation for accredited persons (Classes 2-8) course with a certificate dated February 2015 or later:

  • your accreditation is still valid
  • you are also automatically accredited for classes 10, 11 and 12
  • you are required to renew only when advised by the department
  • your accreditation is NOT valid for class 1.

If you are accredited under the approved arrangement accreditation for accredited persons (Classes 1-8) course with a certificate dated February 2015 or later:

  • your accreditation is still valid
  • you are also automatically accredited for classes 10, 11 and 12
  • you are required to renew only when advised by the department.

If you attended in-house accreditation training with your current employer:

  • your accreditation is valid
  • you are required to renew only when advised by the department
  • your accreditation expires when you leave your current employer.

Note:

Please note that as of 2 January 2018, the department will charge $30 to re-issue a class 1-8 accreditation certificate. Please follow the following link to access the department’s charging guidelines.

Fumigators performing treatments under approved arrangement class 12.1 – methyl bromide fumigation and approved arrangement class 12.2 – sulfuryl fluoride fumigation must be accredited with the department.

Fumigators must also hold the appropriate qualifications and/or licenses for the state or territory in which they intend to perform fumigations.

Local regulatory authorities should be contacted to obtain the relevant licensing requirements for your area.

Methyl Bromide

Accreditation is achieved by:

  • completing the Approved arrangement accreditation training
  • completing the department’s methyl bromide fumigation training course
  • demonstrating an understanding of, and ability to comply with, the department’s requirements.

Training providers

There are several commercial training organisations, approved by the department, that are able to provide fumigation training.

Sulfuryl fluoride

Accreditation is achieved by:

  • completing the Approved arrangement accreditation training
  • completing and maintaining training under a sulfuryl fluoride stewardship program
  • demonstrating an understanding of, and ability to comply with, the department’s requirements.

Accreditation for Class 19 approved arrangements

Department of Agriculture, Water and the Environment

To be able to operate under the class 19.1 Non-commodity for containerised cargo clearance (NCCC) and class 19.2 Automatic entry processing for commodities (AEPCOMM) approved arrangements, you must complete the unit of competency TLIX0008 Comply with biosecurity border clearance. This unit of competency is offered by Registered training organisations (RTOs). Please refer to your RTO for specific information regarding their courses.

To be eligible to become an accredited person for the class 19.1 NCCC and class 19.2 AEPCOMM approved arrangements you must comply with the following prerequisites:

  • have obtained a certificate of attainment in the unit of competency TLIX0008 – Comply with biosecurity border clearance
  • maintain Continued biosecurity competency (CBC) from completion of the unit of competency
  • be a licensed customs broker or self-reporting importer.

If prerequisites are met, you may register with the department requesting accreditation to operate under the class 19.1 NCCC and class 19.2 AEPCOMM approved arrangements by providing the department with:

  • a completed registration form
  • a copy of your statement of attainment for the unit of competency and any relevant evidence of CBC training

Accreditation requests should be sent to AEP Arrangements team.

The department recommends anyone completing the unit of competency remain up to date with CBC requirements to ensure accreditation can be provided when requested.

CBC sessions contain up to date information and knowledge of biosecurity requirements. Where the unit of competency has been completed prior to mandatory CBC sessions in the current CBC period, evidence of completion of the relevant CBC sessions may be required to obtain accreditation. Where a number of CBC periods have not been completed applicants may be required to complete the current unit of competency Comply with biosecurity border clearance.

Continued Biosecurity Competency (CBC)

In order to maintain your accreditation for the class 19.1 NCCC and class 19.2 AEPCOMM approved arrangements, accredited persons must complete the continued biosecurity competency (CBC) sessions stipulated by the department in a given CBC period (1 April to 31 March) by the due date.

Failure to comply with CBC requirements will result in suspension or cancellation of your accreditation. Additionally, it may result in sanctions against the biosecurity industry participant.

CBC completion records will be kept and managed by CBC providers however, it is also your responsibility to keep your own evidence of CBC completion as they may be requested by the department. Enquiries regarding the above information should be sent to AEP Arrangements team.
